Summary of Allegations

On 25.03.2020, at around 0745 AM (local Kabul time), three men with firearms stormed into Gurdwara Har Rai Sahib in Shor Bazar area of Old City in Kabul, Afghanistan, threw grenades and opened fire killing 25 persons including Indian citizen Tian Singh (Passport Number: L6676114), aged 70, S/o Jeet Singh, R/o S-364, Greater Kailash Part-I, New Delhi-1100048 and injuring 8 persons, who were present in the Gurudwara. Subsequently, the proscribed terrorist organization Islamic State-Khorasan Province (IS-KP) owned responsibility for the attack, over social media platforms and announced that the terrorist gang led by Indian national with kunya name Abu Khalid al-Hindi has carried out the terrorist attack, to avenge the alleged atrocities against Muslims in Kashmir. Intelligence gathered from social media has indicated that the real identity of Abu Khalid Al-Hindi is Mohammed Muhasin, S/o Abdulla, native of Kasaragod district, Kerala, who was killed by Afghan security forces during the attack, while other members of the terrorist gang managed to flee from the scene.

The Government of India, Ministry of Home Affairs, CTCR Division vide order No. 11011/32/2020/NIA dated 31/03/2020, as per provisions of sub-section 8 of section 6 of the National Investigation Agency Act, 2008, has directed the National Investigation Agency to suo-moto register a case and take up investigation.
