Summary of Allegations

Government of India, Ministry of Home Affairs, CTCR Division vide order No. 11011/22/2020/NIA dated 20/02/2020, as per provisions of sub-section (5) of section 6 read with section 8 of the National Investigation Agency Act, 2008, has directed the NIA to take up the investigation of FIR No. 90/2020 of Raja Sansi, Police. As per the complaint submitted by Shri Jaswinder Singh, Sub-Inspector, of Police Station Raja Sansi to the SHO of PS Raja Sansi, Amritsar (Rural), Punjab stating therein “Today in search of bad elements, I SI alongwith, HC Navinder Singh 1431, CT Tejpal Singh 1440, CT Harinder Singh 403, CT Harpartap Singh 1918 on official vehicle were present at stop Kukkrawala and were inspecting the vehicles. At about 04:50 AM a motorcycle (bearing without registration number) who was being driven by a sikh youth and another sikh youth who was sit behind him, came from Ajnala side. Both sikh youths has worn dumala and had muffled (with white clothes) faces and they were asked to stop (by giving them torch signal). They slow down the speed of their motor cycle. I alongwith police party tried to nab them. Sikh youth who was sit in back seat of the motorcycle, had a bag pack on his shoulder. CT Tejpal Singh 1440 and Ct Harartap Singh 1918 had tried to nab the youth person but somehow they had managed to escape and their bag pack was fallen on the ground and they fled away from the spot. I Sub Inspector alongwith policy party chased them on official vehicle but they were fled away. Both the youths were aged about 30/35 years, having height 5’7”/8” and have flowing beard. Recovered bag was sky blue (brown from one side) in colour and English words ”THE NORTH FACE” are inscribed on it. Upon search of the recovered bag, polythene with mark “ASHOK TELECOM I/S ZIRA GATE, NEAR TOKRI BAZAR FEROZEPUR CITY M 98727-89731” was also recovered and two containers (one plastic, one cardboard) were recovered from it. Upon checking 1/1 hand grenade were recovered from each boxes. Number B/03 is inscribed on one side and Z in inscribed on other side of recovered one hand grenade, number 02/01, 2001 is inscribed on one side and Z in inscribed on other side of recovered second hand grenade. Both the grenades are red in colour and have liver and pin. Mobile with brand SAMSUNG DUOS is also recovered. After keeping the recovered hand grenades in two separate plastic containers, parcels of clothing material were prepared separately and both were sealed with my seals JS. Specimen seals were prepared separately and recovered case property was taken into police possession vide separate seizure memo and seal was handed over to HC Navinder Singh 1431. For keeping the above mentioned recovered hand grenades into their possession, both the unknown youths had committed the offence under sections 4/5 of Explosive Act. Hence the Ruka is being sent for registration of case through Constable Harinder Singh 403 to Police Station. Case be registered and be inform from the Case FIR No. Special Reports be issued and control room be informed through wireless. I Sub Inspector alongwith police party are being engaged in investigation, at spot. Today, AT:- Stop Harsha Cheena, Kukkrawala at 06:15 AM, Sd/- SI Jaswinder Singh PS Raja Sansi, dated 02-06-2019.Today at Police Station , on receiving the above said ruka, FIR under above said sections was registered against the above said accused, copy of FIR is being sent for investigation on the spot to Sub-Inspector. Special reports are sent to Ilaqa Magistrate and senior officers by Head Constable Jagir Singh 849 and information is being sent to control room. A case FIR No. 90/2019 dated 02.06.2019 under sections 4 and 5 of the Explosive Substances Act was registered at PS Raja Sansi, Amritsar in this regard. During the course of investigation sections 17, 18, 18B and 20 of the UA (P) Act, 1967 and section 120B of IPC were also added.
